政府体育治理问责的理论解构与机制重构

摘　　要：通过理论分析、结构分析和实践分析,对政府体育治理问责展开系统性研究。政府体育治理问责的科学建构是政府体育治理主体夯实责任的现实基础,也是各级政府领导体育事业及体育产业实现协同发展和高质量发展的重要保障。政府体育治理问责要实现有序推进及有效展开,必须基于问责之主体、问责之客体、问责之情形和问责之程序与形式等基本要素,对其运行的整体框架作出具体性建构。党的十八大以后,政府体育治理问责不断推进,但其在主体层面、客体层面和运行程序层面仍存在现实短板。当前,应基于问责的主体协同、嵌入覆盖、具体操作、信息发布、绩效评价和理念引导等,推动政府体育治理问责实现机制的重构,由此在走向更加精准与有效的问责操作基础上,为推动我国体育事业和体育产业发展提供更加坚实的支撑。Through theoretical,structural and practical analysis,the paper conducted a systematic research on the accountability of Chinese government sports governance. The construction of government accountability for sports governance is the foundation for implementing the responsibility of the government’s sports governance,and a guarantee for the coordinated development and high-quality development of the sports and the sports industry. In order to realize the orderly promotion and effective development of government sports governance accountability,we must make a specific construction of the overall framework of its operation based on the subject,object,situation and procedure of accountability. Since the 18th National Congress of CPC,China’s government sports governance accountability has been continuously rolled out. However,there are still practical shortcomings at the subject level,object level and operation procedure level. At present,we should promote the reconstruction of the implementation mechanism of government sports governance accountability based on the subject coordination,embedded coverage,specific operation,information release,performance evaluation and concept guidance,so as to provide more solid support for promoting the development of sports and sports industry.
