摘 要:基于对美国联邦航空局(FAA)和中国民用航空局(CAAC)适航规章的研究,重点分析了FAA与CAAC第91部《一般运行和飞行规则》中维修体系领域的区别,从适航维修机构与人员、维修依据、维修实施、验证与放行、维修记录方面进行比较,对差异原因进行阐述并获得启示。虽然两国法规在维修体系方面存在一定的差异,但通用航空维修最根本的目的是保证航空器始终处于适航状态,保障航空安全。法规与维修相辅相成,只有符合两国国情,与本国通航维修业发展相适应,才能真正促进通航产业的发展。Based on the research of FAA and CAAC regulations,this paper analyzes the differences between FAA and CAAC in the maintenance system in Part 91 General Operation and Flight Rules.This paper compares airworthiness maintenance institutions and personnel,maintenance basis,maintenance implementation,verification and release,and maintenance records,and expounds the reasons for the differences and obtains implications.Although there are some differences in the maintenance system between the two countries,the most fundamental purpose of general aviation maintenance is to ensure aircraft airworthiness and ensure aviation safety.Regulations and maintenance complement each other.Only in line with the national conditions of the two countries and in line with the development of general aviation maintenance industry in China can the development of general aviation industry be really promoted.
