中国炼油业现状探析及发展建议

摘　　要：受新冠疫情等多重因素影响,国内成品油需求低迷,出口受到国家配额限制,成品油库存高企,炼油业普遍超低负荷运行。而国际市场受中国出口减少影响,成品油供求紧张,成品油与原油价差创历史新高,给除中国外的亚洲炼油业带来了新机遇。建议约束炼油产能扩张,推动企业转型发展,放松成品油出口管控,通过开拓国外市场提高国内产能利用率。Affected by factors such as the Covid-19,domestic demand for refined oil products is sluggish,while exports are restricted by national quotas,leading to higher refined oil inventories and lower refinery utilization.Subject to the reduction of Chinese refined oil products export,the supply and demand in the international market is tight,and the crack is reaching a record high,which brings new opportunities to the Asian refining industry except China.Chinese refineries are missing out the opportunity.It is suggested that the government should restrict the expansion of refining capacity,promote the transformational development of the refineries,relax the control over the export of refined oil,and improve the refinery utilization by expanding foreign markets.
