摘　　要：安全生产费作为工程安全建设保驾护航的措施费用,其计列标准和科学合理的管理使用直接影响着工程建设安全。本文通过对现行国家和行业安全生产法律法规、规范标准的进一步梳理,对其中安全生产费用概念、用途、内容、计取标准以及管理要求等进行对比分析,并结合新疆地区水利造价管理现状,综合分析目前该区水利造价管理工作中有关安全生产费计列计算问题产生的原因,研究提出针对该区水利工程安全生产费的计算方法、计算基数、计列位置和费率标准。该研究成果对规范新疆地区造价管理行为,完善水利计价体系有重要参考价值。The counting standard and scientific and reasonable use and management of safety production cost,which is a measure cost to protect the safety of project construction,directly affect the safety of project construction.Through a further review of the current national and industrial laws,regulations and standards on safety production,this paper compares and analyzes the concept,use,content,calculation standard and management requirements of safety production cost.Combined with the current situation of water conservancy cost management in Xinjiang region,this paper comprehensively analyzes the causes of the problems related to the calculation of safety production cost in the current water conservancy cost management work,and studies and puts forward the calculation method,calculation base,position and rate standard for the safety production cost of water conservancy project in this region.The research results have important reference value for standardizing the cost management behavior in Xinjiang region and improving the water conservancy pricing system.
