摘　　要：工业社会的组织管理和社会治理都是控制导向的,但这种控制导向是由社会的低度复杂性和低度不确定性所决定的。在人类进入风险社会后,社会呈现出高度复杂性和高度不确定性的特征,管理以及社会治理中的控制导向就变得不再可能,需要以新的组织形式来替代既有的组织,即合作制组织。从工业社会向风险社会的历史转型,必然持续地推动合作制组织的成长。The organizational management and social governance of industrial society are control-oriented, but this control orientation is determined by the low complexity and low uncertainty of society. In a risk era, the society presents the characteristics of high complexity and high uncertainty, and the control orientation in management and social governance becomes impossible. It is necessary to replace the existing organization with a new organizational form, namely cooperative organization. The historical transformation from an industrial society to a risk society will inevitably continue to promote the growth of cooperative organizations.
