摘  要:分析电力现货市场下电能计量和结算需求,从数据和系统两个层面构建一套完整的电能计量系统评价指标体系,基于改进层次分析和模糊综合评价方法实现对电能计量系统综合评价。针对层次分析法中专家评判具有主观盲目性的缺点,以三角模糊数表示专家对指标重要性的判断,利用改进层次分析法确定评价指标权重。利用模糊统计和线性隶属函数分别对定性指标和定量指标进行处理,减少人为因素的影响。根据指标权重和隶属度对计量系统进行综合评价。用模糊综合评价方法对某省电力现货市场下的计量系统进行评价,结果表明总体评价良好,但也存在表计冻结时间精度得分较低的问题。The metering and settlement requirements in electricity spot market was analyzed,and an integrated evaluation index system of electric energy metering system(EEMS) from the two levels of metering data and metering system was constructed.A comprehensive evaluation of EEMS was taken based on improved analytic hierarchy process and fuzzy comprehensive evaluation method.Triangular fuzzy numbers were adopted to indicate the importance judgment of experts,and the improved analytic hierarchy process was used to scientifically determine the weight of the evaluation index for the disadvantage of subjective blindness possessed by expert evaluations.Fuzzy statistics and linear membership function were respectively used to deal with qualitative and quantitative indicators to reduce the influence of human factors.The EEMS was comprehensively evaluated according to the index weight and the membership degree.The EEMS of a certain province was evaluated by the proposed fuzzy comprehensive evaluation method,and the results showed that the overall evaluation was good,but there was also a problem that the meter freeze time accuracy score was low.
