摘 要:政府机构改革后,自然资源管理部门普遍存在应用系统分散、数据标准不一、一数多源、数据不好用等问题。针对这些问题,本文以自然资源部信息化顶层设计为指引,提出了树立“万事万物皆数据”的理念,以“用”为核心,完善标准健全、信息化全覆盖、业务全钩稽、数据强关联、多途径数据清理等自然资源大数据体系措施。福建省自然资源大数据体系实践表明,这些措施能够持续提升数据质量,通过辅助决策等综合性系统应用,初步实现“数据驱动、精准治理”的目标。After the reform of government agencies, there are many problems in natural resources management departments, such as scattered application systems, different data standards, multiple sources of the same data, and unusable data. In order to solve these problems, this paper takes the informatization top-level design of the Ministry of Natural Resources as the guideline, and puts forward some measures for improving the natural resources big data system,such as establishing the concept of "everything is data", taking "use" as the core, perfecting the standard, fully covering of information, fully checking the business, strongly relating the data and continuously cleaning up the data in many ways.The practice of constructing Fujian province natural resources big data system shows that these measures can continuously improve the data quality and through the application of comprehensive systems such as assistant decision-making to realize the goal of "data-driven, accurate governance".
