摘　　要：用水定额评估是推动我国用水定额管理、提升用水定额质量的重要举措,目前相关研究主要围绕国家标准实施效果评价以及区域内用水定额体系的评估等方面,尚未开展对于某一行业用水定额文件评估指标体系和评估方法的研究。本文以用水定额文件为主要研究对象,基于分析其与标准定位和效力的差异的基础上,构建用水定额评估指标体系,提出各项指标的评估内容和方法,为开展用水定额评估工作,提高用水效率,贯彻落实相关节水政策提供重要技术支撑。The assessment of water consumption norm is an important measure to promote its management,and improve the quality of relevant standards.At present,the relevant research mainly focuses on the evaluation of the implementation effect of national standards,or the assessment of water consumption norm system in a certain region,but the research on the assessment indicator system and methods of water consumption norm documents in a certain industry has not yet been carried out.This paper takes water consumption norm documents as the main research object,and based on the analysis of the differences between the positioning and effectiveness of national standards,constructs an assessment indicator system with assessment content and methods of each indicator,which can provide important technical support for the assessment of water consumption norm,improve water efficiency,and the implementation of relevant water conservation policies.
