摘　　要：文章以构建新发展格局为研究导向,聚焦中国已有的经济发展格局,运用2002、2012和2020年的投入产出表,分析了我国分产业的经济循环状况和特征:第一,我国大部分产业是以国内大循环为主体,产业链自主、可控和安全;第二,纺织服装和电子通讯产业具有较长期、稳定的国际竞争优势,但对国际市场依赖度较高;第三,粮食、能源资源和部分高技术产业自主供给能力不足,产业链的脆弱性高。文章阐释了构建“双循环”新发展格局必须统筹发展与安全,以经济可持续发展为核心,以国内大循环为主体,实现安全可靠、高质量的经济“双循环”。Focusing on China’s existing economic development pattern, this paper analyzes the economic circulation situation and characteristics of China’s sub-industries based on the input-output tables in 2002, 2012 and 2020 with the construction of a new development pattern as the research orientation:(1) domestic economic cycle plays a leading role in most industries in China and the industrial chain is independent, controllable and safe;(2) textile and clothing industry and electronic communication industry have long-term and stable international competitive advantages, but they are highly dependent on international market;(3) the independent supply capacity of food, energy resources and some high-tech industries is insufficient, and the vulnerability of the industrial chain is high. The paper illustrates that the establishment of a “dual circulation” development pattern must find a balance between development and security, focus on sustainable economic development and take the domestic market as the mainstay so as to realize the safe, reliable and high-quality economic “dual circulation”.
