摘　　要：围标行为是招投标领域的顽症痼疾,破坏了市场风清气正的运转秩序,触犯了法律法规,干扰了工程建设的正常开展,在军队战备工程领域此类现象也时有发生。从不完全信息静态博弈的角度进行分析,探究此类行为背后的驱动因素,给出了具体的防治对策。Bid rigging is a stubborn problem in the field of bidding,which destroys the orderly operation of the market,violates laws and regulations,and interferes with the normal development of engineering construction. Such phenomena also occur from time to time in the field of military combat readiness engineering. This paper adopts the method of static game of incomplete information to analyze,explores the driving factors behind such behaviors,and gives specific countermeasures.
