摘　　要：水文化与水政策法规建设是弘扬中华文化和民族精神的重要组成部分,也是社会主义文化政策建设的重要一环。系统梳理了粤港澳大湾区水文化、水政策法规建设现状和面临的问题,分析了两者之间的关系,结合其他湾区实践经验提出了粤港澳大湾区水文化和水政策法规建设建议。当前粤港澳大湾区呈现水文化研究有待深入、弘扬有待加强、传承力度有待提高、水管理体制有待健全、水治理体系有待完善、水市场潜力有待挖掘等多重问题,未来需进一步加强水文化、水政策法规宣传教育力度,建立流域综合治理协调机制,树立新时代水资源管理理念和水政策法规文化体系。The construction of water culture and water policy and regulation is an important part of carrying forward Chinese culture and national spirit,and also an important link to socialist cultural policy construction.This study systematically combed the current situation and problems of the construction of water culture,water policies and regulations in the Guangdong-Hong Kong-Macao Greater Bay Area,analyzed the relationship between them,and put forward suggestions on the construction of water culture,water policies and regulations in Guangdong-Hong Kong-Macao Greater Bay Area based on the practical experience of other bay areas.At present,there are many problems in the Guangdong-Hong Kong-Macao Greater Bay Area,such as the depth of water culture research,promotion,inheritance,water management system,water management system and water market potential.In the future,it is necessary to further strengthen the publicity and education of water culture,establish a coordination mechanism for comprehensive river basin management,establish a new era of water resources management concept,and improve the water policy and regulation system.
