摘 要:英国是世界反食品浪费领域的领导者,已经建立起比较成熟的反食品浪费机制。该机制包括食品全链条的反食品浪费方案,强调食品浪费的预防,采用剩余食品再分配的方式最大程度上减少浪费,注重发挥反食品浪费的公众力量。2021年,以《反食品浪费法》颁布实施为标志,中国的反食品浪费工作进入有法可依的时代,但是中国的反食品浪费的机制尚未完全建立起来,立法的落地实施还需要一定的时间和进一步探索。借鉴英国的经验,中国在反食品浪费机制的构建中,需建立全链条反食品浪费机制、反食品浪费的社会共治机制和食品捐赠体系,激发反食品浪费的公众参与热情。The UK is the world leader in the field of anti-food-waste and has established a relatively mature anti-food-waste system.The system includes the anti-food-waste scheme of the whole food chain,emphasizes the prevention of food waste,and uses food redistribution to minimize waste.In addition,it also pays attention to giving play to the mass power of anti-food-waste.In 2021,China issued the Anti-Food-Waste Law,but the system and mechanism of anti-food-waste in China have not been fully established and the implementation of legislation still needs time and further research.Learning from the experience of the United Kingdom,China should establish a full chain anti-food-waste mechanism focusing on prevention,establish a multi-sector coordination mechanism for anti-food-waste,propose a food donation system,and stimulate the participation enthusiasm of the masses for anti-food-waste.
