摘　　要：金融宏观调控是国家或政府在整个金融领域所采取的各项方针、政策、措施的总和,是宏观经济调控的一个方面,其目标主要是促进经济增长、实现充分就业、物价稳定和国际收支平衡。抗日战争时期,陕甘宁边区银行遵照“发展经济、保障供给”的总方针,制定出台了一系列金融调控政策,为解决财政困难、保障军民物资、繁荣边区经济、支援抗战等方面发挥了极其重要的作用,同时对当前金融调控政策的制定与实施具有重要的启示和参考意义。Financial macro-control is the sum of various guidelines,policies and measures adopted by the state or the government in the whole financial field,and it is an aspect of macroeconomic control.Its main objectives are to promote economic growth,achieve full employment,price stability and international balance of payments.During the War of Resistance against Japanese Aggression,in accordance with the general policy of"developing economy and ensuring supply",the Bank of Shaanxi-Gansu-Ningxia Border Region formulated and issued a series of financial regulation policies which played an extremely important role in solving financial difficulties,guaranteeing military and civilian materials,thriving border economy and supporting the war of Resistance,etc.At the same time,it has important inspiration and reference significance for the formulation and implementation of current financial regulation policies.
