摘　　要：“十四五”期间,我国致力于建设清洁低碳、安全高效的现代能源体系。实现我国能源结构转型,推进能源产业高质量发展是我国能源行业的未来发展方向,政策规划在这一过程中将发挥举足轻重的作用。首先,文章对“十三五”时期我国传统能源及新能源政策的演进历程和政策成效进行梳理评价;其次,通过双重差分模型分全国组和西部组两个层面分析了五年能源发展规划对于我国能源产业转型升级的影响作用;最后,基于“双碳”目标实现路线图,提出我国能源政策的未来发展趋势。我国能源政策在“十四五”时期的调整方向,包括能源供应和消费的多元化、统筹推进能源基础设施建设、加快能源领域科技创新与体制改革、强化能源安全保障等领域。During the“14th Five-Year Plan”period,China is committed to building a clean,low-carbon,safe and efficient modern energy system.To realize the transformation of China’s energy structure and promote the high-quality development of the energy industry is the future development direction of China’s energy industry,and policy planning will play a pivotal role in this process.This paper firstly compares and evaluates the evolution of China’s traditional energy and new energy policies and their effectiveness during the 13th Five-Year Plan period,secondly analyzes the impact of the five-year energy development plan on the transformation and upgrading of China’s energy industry through a double difference model at two levels:national and western groups,and finally proposes the future development trend of China’s energy policies based on the roadmap for achieving the“double carbon”target.The adjustment direction of China’s energy policy in the 14th Five-Year Plan period includes the diversification of energy supply and consumption,the integrated promotion of energy infrastructure construction,the acceleration of scientific and technological innovation,institutional reform in the energy field,and the strengthening of energy security and other areas.
