农业水价综合改革背景下水价形成机制研究

摘　　要：针对当前我国农业水价形成机制不健全、农业水价定价不科学等问题,本文从理论上对农业水价形成机制进行了剖析,构建了农业供水水价成本模型,并以R县为研究对象,开展农业水价形成机制实践。结果表明,农业用水是特殊商品,其形成机制应是在市场框架和政府调控下的定价和调价的制度安排,对其定价时应充分考虑水价成本和农民承担能力。通过对R县农业供水成本测算,得出R县自流、提水灌区供水运行成本分别为462.30元/hm2、690.15元/hm2,为减轻农民负担,明确R县自流、提水灌区执行水价为225元/hm2、300元/hm2,差额部分由县财政补充。研究成果可为农业供水水价制定和水费的收取提供参考。Aimed at the problems of imperfect agricultural water price formation mechanism and unscientific agricultural water price pricing in China,this paper analyzes the agricultural water price formation mechanism by using the method of theoretical analysis,and constructs the agricultural water supply cost water price model,then carries out the practice of agricultural water price formation mechanism in R county.The results show that agricultural water is a special commodity,and its formation mechanism should be the institutional arrangement of pricing and price adjustment under the market framework and government regulation,and the pricing should fully consider the water price cost and farmers'ability.Based on the calculation of agricultural water supply cost in R county,the water supply operation cost of artesian and water-carrying irrigation areas in R county are 462.30 yuan/hm2 and 690.15 yuan/hm2 respectively.In order to reduce the burden of farmers,the water price of artesian and water-carrying irrigation areas in R county are determined as 225 yuan/hm2 and 300 yuan/hm2,and the difference is made up by the county finance.The research results can provide a theoretical basis for the pricing of agricultural water supply and the collection of water charges.
