摘 要:“十四五”以来,高标准农田项目作为我国的一项重要农业基础工程持续受到来自支农资金的重点倾斜,但随着建设成本费用的逐年攀升,高标准农田亩均投入也逐年增长,如何科学评价我国高标准农田建设资源配置效率并采取相应改进措施对提升支农资金使用效益具有重要意义。本文选取我国各省高标准农田建设项目面板数据,建立投入产出效益评价指标体系,并以DEA模型为主要分析工具计算得出研究结果,最后对我国高标准农田建设问题进行探讨,并针对问题提出相应对策建议,以期对提高我国高标准农田建设效益提供参考。Since the "14th Five-Year Plan", the high-standard farmland project as an important agricultural basic project in China has continued to receive the key inclination from the support of agricultural funds, but with the construction cost increasing year by year, the average investment of high-standard farmland per mu in China has also increased year by year, how to scientifically evaluate the efficiency of resource allocation of high-standard farmland construction in China and take corresponding improvement measures is of great significance to improve the efficiency of the use of funds for supporting agriculture. In this paper, the panel data of high-standard farmland construction projects in various provinces in China is selected, the input-output benefit evaluation index system is established, and the research results are calculated with the DEA model as the main analysis tool, and finally the problem of high-standard farmland construction in China is discussed, and corresponding countermeasures and suggestions are put forward for the problem, in order to provide reference suggestions for improving the efficiency of high-standard farmland construction in China.
