摘　　要：目的:通过对近5年龙岩市X区医疗卫生行政处罚案件的调查分析,为规范医疗卫生服务市场和提高监督执法水平提供参考。方法:采用描述性项目列表分析和c2检验。结果:案件数从2016年的20件增至2020年的62件共计245件,主要为医政和无证专业类别案件,构成比分别为46.9%和46.5%。来源投诉举报案件、适用听证程序案件、多案由案件和案件罚没款呈递增趋势。警告、罚款、没收为主要罚种,使用件次合计占比97.5%。涉及罚款案件占比77.1%,涉及罚款案件的罚款均额为16074.90元;2020年罚没款金额、涉及罚款案件的罚款均额分别是2016年的6.1倍和2.9倍。结论:违法成本不断提高,加大无证行医的惩处力度;加强部门合作,畅通各方渠道,拓宽案件来源;专项整治列为经常性监督检查的重要补充;违法行为多样化,要提升执法办案技能;采取综合监管方式,构建医疗卫生服务多元化监管体系。Objective:The study analyzed the medical and health administrative penalty in Xinluo District of Longyan in the past 5 years,to provide reference for standardizing the medical and health service market and improving the level of medical and health supervision and law enforcement.Methods:Descriptive analysis of items and 2 test were used to analyze 245 cases.Results:The categories of cases are mainly medical administration and uncertified,accounting for 46.9%and 46.5%respectively.The cases coming from hearing procedure,complaints and reports and multiple causes show an increasing trend.The fine-related cases accounted for 77.1%,the average fine was 16,074.90 RMB Yuan,the fines and confiscations and the average fines in 2020 were 6.1 times and 2.9 times respectively that in 2016.Conclusion:With the increasing cost of illegal practice,the punishment for practicing medicine without a license should be strengthened.Strengthen cooperation between departments,open channels of all parties and broaden the sources of cases.Special rectification is listed as an important supplement to regular supervision and inspection.Enhancing law enforcement and case handling skills by improving the overall quality of supervisors.Adopting comprehensive supervision to build a diversified supervision system of medical and health services.
