摘 要:石油项目效益产量评价主要就出售石油获得的收入和开采石油付出的不同层级的成本比较,得到不同的效益产量区间。由于大部分海外石油项目效益产量评价主要基于合同区块层面,难以达到单井层面,这种状况限制了效益产量评价对油田效益开发的支持作用。从固定可变成本角度,将海外石油项目成本设定为操作成本、付现成本、完全成本三个层级,建立起海外石油项目效益产量分级评价标准。在分析不同财税模式特点的基础上,建立矿税制、产品分成制、服务合同三种财税模式下海外石油项目基于单井的合同者收入、不同层级单井成本的计算方法,通过不同油价下求取不同效益层级下的单井临界产量,实现基于单井的效益产量分级评价。油田效益产量分级评价是一个动态过程,依据评价结果进行生产参数的优化和迭代,油田能够产出更多的效益产量。The benefit output evaluation of oil projects is to compare the income obtained from selling oil and the costs of oil exploitation at different levels and get different benefit output ranges mainly.Since the benefit output evaluation of the most overseas oil projects are mainly based on the contract block level,it is difficult to reach the single well level,which limit the support role of the benefit output evaluation on the oilfield benefit development.From the perspective of fixed variable costs,the cost of overseas oil projects is set to three levels :operating cost,cash cost,and full cost,and grading evaluation standard of the benefit production for the overseas oil projects is established.Based on the analysis of the characteristics of different fi-nance and taxation modes,the calculation methods of the contractor ′ s income based on single well and the cost of single well at different levels for the overseas oil projects under three fiscal modes of the mine tax system,product sharing system and service contract are established.The critical production of single well at different benefit levels under different oil prices is calculated to realize the grading evaluation of the benefit output based on single well.The grading evaluation of the oilfield benefit production is a dynamic process.Ac-cording to the evaluation results,the production parameters are optimized and iterated,and the oilfield can produce more benefit production.
