摘　　要：国际金融机构普遍制定了较为完善的林业投融资活动环境和社会风险管理政策。作为支持中国境外林业投资合作的重要主体之一,中资银行业金融机构近年来不断提高对境外项目的环境和社会风险管理意识与水平。文中介绍国际开发性和商业性金融机构涉及林业投融资活动的环境和社会风险管理政策与实践;在此基础上,为进一步完善中资银行业金融机构境外林业投融资活动的环境和社会风险管理框架,从总体要求、组织架构、政策制度和管理流程4个方面提出具有参考性的建议。International financial institutions have established robust sector-based risk management policies in the forestry investment and financing activities. As one of the key contributors to support overseas forestry investment and financing, Chinese banking sectors have been raising awareness and improving capacitybuilding of environmental and social risk management for overseas projects in recent years. The paper briefs the policies and practices of multilateral and bilateral development banks, as well as commercial banks relating to environmental and social risk management in forestry investment and financing. On this basis, this paper proposes a reference framework for the Chinese banking sectors to further improve the environmental and social risk management in the overseas forestry investment and financing activities from four aspects of overall requirements, governance, policies and operations management.
