Research on Diversified Financing of General Higher Education in Anhui Province

摘　　要：基于安徽省2007—2019年普通高校教育经费投入的相关数据,从筹资结构和规模增长两个维度对安徽省普通高等教育经费投入进行统计分析。结果表明:财政拨款投入虽占据主导地位,但支持力度不够;教育经费投入缺乏稳定性;生均教育经费投入不足,教育经费增长低于招生规模的增长。基于此,提出以下改进建议:深化财政拨款体制改革,建立学费动态调整机制,完善社会捐赠制度,提高高校自筹能力。By using the relevant data of educational investment of colleges and universities in Anhui Province from 2007 to 2019, from the two dimensions of financing structure and scale growth, the paper conducts an statistical analysis of the general higher education investment in Anhui Province. The results show that although the financial allocation is dominant, the support is insufficient;the investment in education funds lacks stability;per-student education fund is insufficient;the growth of education expenditure is lower than the growth of enrollment scale. Based on this, this paper puts forward suggestions for improvement: Anhui Province should deepen the reform of financial allocation system;the dynamic adjustment mechanism of tuition fees should be established, the social donation system should be perfected;colleges and universities should raise self-financing ability.
