摘　　要：城市住宅小区业主自治在维护业主利益、落实基层民主等方面起到了积极的作用,但也存在业主参与意识不强、业主自治组织运行困难和业主委员会成员履职能力较弱等问题。为提升社会治理效能,应通过健全业主自治法律法规、建立电子投票表决系统以及提升业主委员会管理能力等措施,推动城市住宅小区业主自治良性发展。The owner autonomy of urban residential communities has played a positive role in maintaining the owners’ interests and implementing grass-roots democracy, but there are also problems such as the owners’ weak sense of participation, difficulties in the operation of autonomous organizations, and weak abilities of the owner committee members to perform their duties. In order to improve the efficiency of social governance, it is needed to promote the sound development of owner autonomy in urban residential communities by improving the laws and regulations of owner autonomy, building an electronic voting system and improving the management ability of the owner committee, and so on.
