构建粤港澳大湾区养老保险合作柔性机制——基于欧盟养老保险可携带性经验借鉴

摘　　要：粤港澳大湾区作为首个国家级湾区,在深化我国区域协同发展中发挥着引领作用。随着粤港澳大湾区的跨境养老人口流动规模不断扩大,粤港澳跨境养老需求日益凸显。但由于三地养老保险制度的内容、模式、给付条件、计算原则等存在差异,粤港澳大湾区养老保险制度存在兼容性难题,跨境养老福利可携带性存在困境。基于粤港澳大湾区在养老制度上与欧盟具有相似的差异性,可借鉴欧盟养老保险制度区域一体化开放性协调机制相关经验,对粤港澳养老福利可携带性困境进行分析。建议,建立粤港澳养老保险合作的柔性机制,明确粤港澳养老保险合作机制应遵循的原则,以及建立粤港澳跨境协调主体部门,进而不断完善粤港澳大湾区的社会养老保险融合并提高其可携带性。As the first national-level bay area,the Guangdong-Hong Kong-Macao Greater Bay Area is playing a leading role in deepening the collaborative development of China’s regions.As the scale of cross-border pension population flow in the Guangdong-Hong Kong-Macao Greater Bay Area is becoming more and more prominent,the demand for cross-border pensions in Guangdong,Hong Kong and Macao continues to expand.However,due to the differences in the contents,modes,benefit conditions and calculation principles of the pension insurance systems of the three regions,there are compatibility difficulties in the pension insurance systems of Guangdong,Hong Kong and Macao Greater Bay Area and dilemmas in the portability of cross-border pension benefits.Based on the similar differences between the pension systems of Guangdong,Hong Kong,Macao and the European Union in the Guangdong-Hong Kong-Greater Bay Area,we can draw on the experience related to the open coordination mechanism of the regional integration of pension insurance systems in the European Union to analyze the pension benefit portability dilemma of Guangdong,Hong Kong and Macao.It is suggested that a flexible mechanism for Guangdong-Hong Kong-Macao pension insurance cooperation should be established,the principles that should be followed by the Guangdong-Hong Kong-Macao pension insurance cooperation mechanism should be clarified,as well as the establishment of Guangdong-Hong Kong-Macao cross-border coordination main departments,so as to continuously improve the social pension insurance integration and enhance its portability in the Guangdong-Hong Kong-Macao Greater Bay Area.
