摘　　要：推进低收入群体可持续增收是实现全体人民共同富裕目标最有效的途径。本文运用SSM分析框架,全面系统构建共同富裕目标下我国低收入群体可持续增收推进机制,具体从发展性、共享性和可持续性三个逻辑框架构建推进体系。认为低收入群体可持续增收受到与这三大逻辑框架相关联的三大变量的影响。这三大变量分别是:低收入群体自我增收能力、外部主体增收推动力投入,以及阻滞增收的因素。实证分析表明,低收入群体收入增长首先取决于该群体的自我增收能力。提高低收入群体的工作-收入回报率比加大低收入群体创收的工作时间投入对于低收入群体增收具有更加决定性的意义。其次,要从根本上解决阻滞低收入群体收入增长的消减因素,特别是刚性支出方面的家庭负担。再次,外部正式和非正式主体投入对低收入群体收入增长推动的影响有限,但不可或缺。着眼于“发展性、共享性、可持续性”,提出从低收入群体自我增收能力、外部主体推动力和阻滞增收因素消减三个维度构建推进机制,并提出构建低收入群体共建共享“共同富裕”监测指标体系。Promoting sustainable income growth for low-income groups is the most effective way to achieve the goal of common prosperity for all people.This paper uses the SSM analysis framework to comprehensively and systematically build the promotion mechanism of sustainable income growth of low-income groups in China under the goal of common prosperity, and specifically build the promotion system from the three logical frameworks of development, sharing and sustainability.It is believed that the sustainable income growth of low-income groups is affected by three variables associated with the three logical frameworks.These three variables are: the ability of low-income groups to increase their own income, the input of external income drivers, and the reduction of factors that hinder income growth.The empirical analysis shows that the income growth of the low-income group depends on the self income increasing ability of the group.Improving the work income return rate of low-income groups is more decisive for income growth of low-income groups than increasing the working time input of low-income groups to generate income.Second, we should fundamentally solve the factors that reduce the income growth of low-income groups, especially the family burden in terms of rigid expenditure.Thirdly, the impact of external formal and informal main body input on the income growth of low-income groups is limited, but it is indispensable.Focusing on“development, sharing and sustainability”,it proposes to build a promotion mechanism from the three dimensions of low-income groups’ own income increasing ability, external main driving force and reduction of factors that hinder income increase, and proposes to build a monitoring indicator system for low-income groups to jointly build and share“common prosperity”.
