摘　　要：《中华人民共和国公职人员政务处分法》确立了公职人员双轨惩戒制度。该制度的基本价值包括公正价值、秩序价值、效益价值。在一定的情况下,公职人员双轨惩戒制度的基本价值之间存在冲突。但在大多数情况下,其基本价值之间在本质上是统一的:秩序价值是价值体系的保障;公正价值是价值体系的源泉;效益价值是价值体系的归宿。The Law of the People’s Republic of China on Government Sanctions against Public Officials establishes a dual-track disciplinary system for public employees.The basic values of the system include the value of justice,the value of order,and the value of efficiency.In certain cases,there is a conflict between the basic values of the dual-track disciplinary system for public officials.But in most cases,there is an essential unity between their basic values:the value of order is the guarantee of the value system;The value of justice is the source of the value system;the benefit value is the destination of the value system.
