摘　　要：科技革命通过影响公共管理的实践场域与技术能力,而与公共管理研究范式互相表征。以往,科技革命与公共管理研究范式呈现弱连接状态。进入数字时代,数据成为公共管理研究的基础单元,推动数字革命与公共管理研究范式变革之间建立强连接。一方面,数据驱动的新模式系统地改变了经济社会运行方式,重新定义公共管理需要回应的治理难题。另一方面,数据贯通了公共管理的实践场域、治理工具和分析方法,凸显基于数据和算法的研究工作流模式在公共治理工具选取和公共管理知识增长中的优先地位。数据驱动的新模式挑战了理论驱动在公共管理理论发展中的核心地位,当然这不意味着基础假设在公共管理新研究范式中居于次要或从属地位。公共管理研究者仍然需要通过确立数据和算法治理的基础规则,确保数据和算法驱动的实践合法性和研究可行性。数据及其治理构成了科技革命和公共管理研究范式双向塑造的强连接纽带。The scientific and technological revolution is associated with the paradigm of public management by defining its practice and technical capacity.While the scientific and technological revolution used to be weakly connected with the study of public management,data-driven has established a strong connection between the digital revolution and paradigm shift in the study of public management.For one thing,data-driven redefines key issues in public management by fundamentally changing the socioeconomic system.For another,data connects the practice,governance and research in public management coherently and thus gives rise to the research workflow model based on data and algorithms in selecting public governance tools and developing knowledge in public management.The precedence of data-driven,compare to theory-driven,in developing theories in public management does not undermine theoretical assumptions in the new paradigm of public management in the digital era.Researchers of public management shall establish ground rules of data and algorithm governance to ensure a data and algorithm-driven model’s practical legitimacy and research feasibility.Data and its governance are the strong connection between the scientific and technological revolution and paradigm shift in the study of public management.
