摘　　要：在推进国家治理现代化进程中,公共政策评估的重要作用正日益凸显,进一步加强公共政策评估的科学化、制度化和专业化显得尤为必要。公共政策评估的制度基础与基本范式是当前公共政策评估领域的两大基础性问题,直接影响着公共政策的质量和水平。责任化政府体制是开展规范的公共政策评估的逻辑起点和制度基础。制度范式与技术范式的构建,是推进公共政策评估科学化、制度化和专业化的基本途径。制度范式包括构建专门的政策评估法律制度体系、建立完备的评估组织体系以及健全政策评估的长效运行管理机制等三大要素。技术范式包括狭义层面的政策效果评估与广义层面的系统化综合分析两个层次。加快建设全面责任化政府体制和科学有效的政策评估基本范式,是新时代推进公共政策评估发展的主导方向。In the process of promoting the modernization of national governance,the important role of public policy evaluation is becoming increasingly prominent.It is particularly necessary to further strengthen the scientific,institutionalized and professional evaluation of public policy.The institutional basis and basic paradigm of public policy evaluation are two fundamental issues in the field of public policy evaluation,which directly affect the quality and level of public policy.The construction of a responsible government system is the logical starting point and institutional basis for carrying out standardized public policy evaluation.Institutional paradigm and technological paradigm are the basic approaches to public policy evaluation.The institutional paradigm includes three elements: building a special legal system for policy evaluation,establishing a complete evaluation organization system,and improving the long-term operation and management mechanism of policy evaluation.The technology paradigm consists of two levels: the policy effect evaluation in the narrow sense and the systematic and comprehensive analysis in the broad sense.Building a responsible government system and a scientific and effective basic paradigm for policy evaluation is the leading direction to promote the development of public policy evaluation in the new era.
