目光向下的治理:一种基层治理的“述职—监督”模式阐释——以云南文山州“基层干部向农村群众述职”为例

摘　　要：推进治理能力和治理体系现代化的今天,在基层协商治理实践方面出现了很多创新性研究点。目前针对基层协商治理的生成逻辑和路径的探究,宏观性理论分析多于中、微观实证分析,历时性比较分析多于共时性分析,缺少对具体个案微观研究。选择云南省文山州广南县、西畴县基层干部向农村群众述职的实践作为研究对象,来对新阶段基层协商治理逻辑和模式创新进行解析,发现一种“述职-监督”模式,这种模式具有系统论意义上特征,遵循“主体—关系—机制”的逻辑进行运转,实现了多元主体参与民主协商的空间有效拓展、基层权力运行机制的优化、多元化基层民主协商机制的构建,从而为基层治理建立起了高效能的治理机制,极大地密切了政府和基层社会融合,减轻政府基层治理的绩效压力,可以看作是一种新的基层治理实践模式。There are many innovative research points in the practice of grass-roots Consultative Governance,but there are more macrotheoretical analysis than medium and micro-empirical analysis,diachronic comparative analysis than synchronic analysis,lack of specific case micro-study.The practice of grass-roots cadres reporting to the rural masses in Guangnan County and Xichou County of Yunnan Province was chosen as the research object,and a“Reporting-supervision”model was found,this mode has realized the effective expansion of the space for multi-subjects to participate in democratic consultation,the optimization of the operating mechanism of power at the grassroots level,and the construction of the diversified democratic consultation mechanism at the grass-roots level,thus establishing a highly effective governance mechanism for grass-roots governance.It can be regarded as a new practice mode of grass-roots governance,which greatly improves the integration of government and grass-roots society and reduces the performance pressure of grass-roots governance.
