摘 要:在全面进入建设交通强国的新阶段,内河水运结构性短板凸显,投资建设面临资金投入不足、资金来源不稳、筹资渠道狭窄等问题,难以适应2035年的建设目标。内河水运公益属性强,除港口等部分设施外,主要靠政府财政投资,在港建费取消、地方债收紧的趋势下,既有模式很难满足未来建设资金需求。为创新投融资机制,吸引社会资金投资内河,加快基础设施建设,本文借鉴同属于公益属性强的铁路发展基金的经验,从基金定位和基金运作模式等方面提出设立内河水运发展基金的思路,以期发挥政府财政资金的引导作用,为多元化内河融资市场主体,加快内河水运的建设发展提供参考。In the new stage of China with strong transportation network,the structural weaknesses of inland water transportation are becoming more prominent.Investment and construction is faced with problems such as insufficient capital investment,unstable capital source and narrow financing channels,which is difficult to adapt to the construction goal of the year 2035.Inland water transportation has a strong public welfare attribute.In addition to some facilities such as ports,it mainly depends on government financial investment.Under the trend of canceling port construction fees and tightening local bonds,the existing model is difficult to meet the future construction fund needs.In order to innovate the investment and financing mechanism,attract social funds to invest in inland water transportation and speed up infrastructure construction,this paper referenced the experience of railway development fund,and put forward the thinking of establishing inland water transportation development fund to play the guiding role of government fiscal funds,which can diversifies the main body of inland water transportation financing market and speeds up the construction and development of inland water transportation.
