摘　　要：加快实现政务服务“异地可办”,从而解决群众企业异地办事难的问题,是推动政府职能转变、建设人民满意的服务型政府的重要内容。然而,已有文献关于“异地可办”背后府际合作的发展样态和生成逻辑缺乏深入探讨。本文情境化构建了一个包含供需两侧要素的解释框架。聚焦广东省内21个城市间的改革实践,分析城市政府在“异地可办”中的双边合作逻辑。通过无向配对Logit回归分析,发现供需两侧要素均对城市政府间合作联结起正向促进作用。其中,两市间的流动人口规模、上位宏观战略和整体政务管理水平有助于“城市对”达成合作协议。进一步的质性分析则揭示了核心要素的微观作用机理。本文揭示了明确的群众需求和区域需求,以及专业化的管理能力都可以助力城市达成合作,推动政务服务改革的深入开展。Accelerating government services delivery on a cross-city basis is the core initiative to provide people with greater access to services outside of their home jurisdiction,and important to the transformation of government functions and the building of service-oriented government to satisfy the people.However.the literature on the development pattern and logic of inter-governmental cooperation behind"off-site availability"lacks in-depth discussion.This study designs an integrated framework including two dimensions of elements:the demand side and the supply side.This study empirically analyzes the“cross-city services”of 21 city-dyads in Guangdong Province.Through undirected Logit Regression analysis,it is found that both supply and demand factors contribute to the collaborative connection of the cities.Further qualitative analysis reveals the microscopic mechanisms of the core elements.The article reveals that strong demands coming from residents and regional cooperation strategies.and city governments’professional management capability can help cities reach bilateral collaboration and promote further government service reform.
