摘　　要：公共管理学是认识和实践行政世界的体系,公共管理研究是否有用,与认识论的起点、方法论的过程和研究贡献的结果密切相关。行政认识论视野的广度、科学的效度和思想的深度关系着公共管理的研究层次和方法运用,直接影响着公共管理学的实践价值。认识论的梯度格局要求公共管理在既是科学又是哲学与技术、价值和形式适配的基础上认知和实践行政世界,在行政经验上立基于客观存在的真实世界,在行政对象上确立工具运用和资源配置的路径,在行政工程上把握系统的体系,在行政科学上发现逻辑关系,在行政哲学上挖掘本质意义。Public administration is a system for understanding and practicing the administrative world.The usefulness of public administration research is closely related to the starting point of epistemology.the process of methodology and the results of research contributions.The breadth of administrative epistemology.the validity of science and the depth of thought are related to the level of research and methodological use of public administration,and directly affect the practical value of public administration.The gradient pattern of epistemology requires public administration to recognize and practice the administrative world on the basis of both science and philosophy and technology,value and form adaptation,to establish the real world based on objective existence in administrative experience,to establish the path of tool application and resource allocation in administrative objects.to grasp the system in administrative engineering,to discover logical relations in administrative science.and to explore essential meaning in administrative philosophy.
