摘 要:扩大农村消费是构建新发展格局的关键举措,也是实现乡村振兴和共同富裕的核心抓手。本文界定了构建新发展格局下扩大农村消费的时代内涵和新要义,并依据3746份调查问卷、中国家庭收入调查(CHIP)数据和实地调研的综合分析,发现扩大农村消费在总量、结构和效率三个维度上都存在改进空间,即消费总量扩张面临低收入群体增收困难和债务风险双挑战,消费结构升级遭遇供需不匹配,消费效率提升受到乡村流通梗阻制约,建议以提升有效供给创造农村持续消费能力为主线,明确扩大农村消费的关键主体、有效空间和重点区域,构筑消费服务、产业发展、要素流动三类平台,培育制度、技术、市场三大动能,实施扩大农村消费六大举措,全面提升农村消费的可及性和便利性。Expanding rural consumption is a key initiative to build a new development paradigm and a core grasp to achieve rural revitalization and common prosperity.Based on the comprehensive analysis of 3746 questionnaires,China Household Income Projects(CHIP)data and field research,this paper defines the contemporary connotation and new meaning of expanding rural consumption under the new development paradigm,and finds that there is room for improvement in three dimensions of expanding rural consumption:total consumption expansion faces the dual challenges of difficulty in increasing income of low-income groups and debt risk,consumption structure upgrading encounters supply-demand mismatch,and consumption efficiency improvement is constrained by rural circulation obstruction.It is suggested that the main line is to enhance effective supply to create sustainable consumption capacity in rural areas,identify key subjects,effective space and key areas for expanding rural consumption,construct three types of platforms for consumption services,industrial development and factor flow,cultivate three major driving forces:system,technology and market,and implement six major initiatives to expand rural consumption,so as to comprehensively enhance the accessibility and convenience of rural consumption.
