摘　　要：本文将从全域全历史文化资源要素和保护线进行综合分析评价入手,利用底线思维,借鉴生态保护红线划定办法厘清纳入历史文化保护线的保护对象、保护线及相关保护线的协调整合优化后,形成纳入国土空间规划“一张图”的历史文化保护线,并提出了管控要求,为历史文化保护线的划定和制定管控规则提供了一种可参考的方法。This article introduces the comprehensive analysis and evaluation of the elements and protection lines of the historical and cultural resources in the whole region, draws lessons from ecological protection red line method on the basis of bottom line thinking to clarify the protection objects and protection lines within the protection of the historical and cultural protection lines, as w ell as complete the coordination, integration and optimization of related protection lines, integrates the historical and cultural protection line into the “one map” of the national territorial-spatial planning,and put forward the control requirements, which provides a reference method for the demarcation of historical and cultural protection line and the formulation of management and control rules.
