摘 要:数字化转型趋势下,空间规划改革背景下,规划信息化建设成为重要的发展趋势和方向,而“以人为本”的理念成为城市空间治理以及规划的核心价值导向。大数据、机器学习、人工智能等新技术升级革新,为“以人为本”的规划业务场景营造提供了技术支持。在此背景下,基于《深圳市国土空间规划信息化顶层设计》的项目研究,探索思考规划信息化建设中“以人为本”的场景融入方式,以需求为导向,对规划编制、规划审批、规划实施及规划评估预警等不同业务环节中的对象(包括规划编制人员、规划管理人员、决策者、专家、公众等)的核心需求进行剖析,从效率提升、辅助决策、人本视角、用户体验等方面提出信息化建设策略,为规划信息化建设提供实施切入点建议。Under the trend of digital transformation and the background of urban planning reform, informatization construction of urban planning has become an important trend and direction, and the concept of "people-oriented" has become the core value orientation of urban governance and planning. Big data, machine learning, artificial intelligence and other new technologies upgrade and innovate, providing technical support for "people-oriented" planning scenario construction. In this context, based on the project of Shenzhen Planning Informatization Top-level Design, this paper explores the "people-oriented" scenario integration mode in planning informatization construction, analyzes the core needs of core service objects including planning staffs, planning managers, decision makers, experts, the public, etc in different planning processes of planning preparation, planning approval, planning implementation, planning evaluation and early warning based on requirements, and proposes informatization construction strategies from efficiency improvement, decision-making assistance, humanistic perspective, user experience and other aspects, to provide suggestions for the implementation of informatization construction.
