考虑保鲜水平的农产品产地仓建设政府补贴策略研究

摘　　要：产地仓建设是推动农产品上行、促进乡村振兴的重要抓手之一。我国政府主要采取销量补贴、比例补贴等不同策略支持农产品产地仓建设。基于供应链视角,运用Stackelberg博弈理论,分别通过建立无政府补贴基准模型、按销量补贴模型和按投资比例补贴模型,研究了两种补贴策略对产地仓保鲜水平、农产品定价及供应链各主体收益的影响。研究发现:两种补贴策略均有助于提高产地仓保鲜水平,提高农户和产地仓利润以及提升消费者福利。相对于销量补贴而言,比例补贴对提高产地仓保鲜水平、提高农产品收购价格、改善农户收益以及消费者福利效果更为明显;而销量补贴策略在拉动农产品销量、刺激产地仓建设主体积极性方面更胜一筹。The construction of a production warehouse is critical to promoting agricultural products and rural revitalization. Our government mainly adopts different strategies, such as sales and proportional subsidies to support the construction of agricultural product warehouses. Based on the perspective of supply chain, using Stackelberg game theory to study the impact of two subsidy strategies on the freshness preservation level of the warehouse of origin, agricultural product pricing and the income of each main body of the supply chain by establishing the benchmark model of non-governmental subsidies which based on sales volume and the subsidy model based on investment proportion. It is found that both subsidy strategies help improve the fresh-keeping level of warehouses, increase the profits of farmers and warehouses, and improve consumer welfare. Compared with the sales subsidy, the proportional subsidy has a more noticeable effect on improving the fresh-keeping level of the warehouse of origin, increasing the purchase price of agricultural products, and improving the income of farmers and consumer welfare. The sales subsidy strategy is better than others in stimulating the sales of agricultural products and stimulating the enthusiasm of the main body of warehouse construction.
