摘 要:基层治理是国家治理的基石和社会治理的重心。推动基层治理方式和手段创新,是提升基层治理能力和水平的有效途径。随着智慧城市建设的加速推进,作为重要子细胞的智慧社区,也步入建设发展的快车道,致力于运用信息技术打造智能、舒适、方便、可持续的新型社区,满足居民的美好生活需要。通过对河南省郑州市J社区进行田野调查发现,智慧社区建设离不开多元主体的能动参与,其建设实践是一个激发群体主体性并构建共同主体性的过程。该社区先后经历了社区自主筹建、政府支持推进、多元参与发展3个阶段,逐步吸纳社区、物业、科技企业、政府和社区居民等主体参与智慧社区建设,形成了多元参与的共建格局。通过调查分析与经验总结,建议可通过强化政府引领作用、增强居民主体意识、构建多元参与的共同主体性格局、促进技术与主体深度融合等路径,加强智慧社区的主体性建构,推动形成政府主导下社区、物业、科技企业、社区居民与其他社会力量共建、共治、共享的社会治理格局。Grassroots governance is the cornerstone of national governance and the focus of social governance. Promoting innovation of grassroots governance methods and means is an effective way to improve the capacity and level of grassroots governance. With the acceleration of intelligent city construction, the intelligent community, as an essential sub-cell, has also stepped into the fast lane of construction and development. It is committed to using information and communication technology to create an innovative, comfortable, convenient, and sustainable new community to meet the needs of residents for a better life. The field survey of the J community in Zhengzhou city, Henan province found that the construction of an intelligent community can only be separated from the active participation of multiple subjects. Its construction practice is a process of stimulating group subjectivity and building a common subjectivity. The community has successively gone through three stages of independent community preparation, government support and promotion, and diversified participation in development. It has gradually absorbed communities, technology enterprises, property management, government and residents, and other subjects to construct intelligent communities, forming a pattern of diversified participation and co-construction. Through investigation, analysis, and experience summary, the subjective construction of intelligent communities can be strengthened by strengthening the government′s leading role. It is also helpful by enhancing residents′ subjective consciousness, building a typical subjective personality pattern of multiple participation, promoting the deep integration of technology and subjects, and promoting the formation of a social governance pattern of community, property management, technology enterprises, community residents, and other social forces under the leadership of the government.
