中国规划重塑期的转型和创新应对思考

摘　　要：过去40多年中国规划学科的跨越式进步,得益于深度契合了中国改革开放以来的快速城镇化发展需求。针对中国城镇化转型发展,围绕中国规划体系的改革重塑,提出:规划的尺度和工具方法要向宏观的国土空间规划和中微观的城市更新实践调整变化;城市更新实践中的规划建设管理流程需要向一体化集成、动态治理和在地性引导包容等方向转变。随着中国城市社会的发展成熟,围绕数字技术支撑城市治理水平的提升、城市向熟人社会发展推动社会治理能力的提高、后疫情时代空间治理方式的转型,从城市、社会和空间治理创新的维度,探讨中国规划理论可能的发展方向,提出未来中国规划理论的创新将根植于中国城市文化蓬勃发展、现代城市文明成长壮大的进程之中。The revolutionary progress of China’s planning discipline in the past 40years is attributable to planning’s role in meeting the needs of rapid urbanization in China’s reform and opening up era.The paper pinpoints the transformation and development of China’s urbanization and focuses on the reform and reconstruction of its urban planning profession.It proposes that the scale and the methodology of urban planning need to be adjusted to suit the needs of the macro-level national territorial spatial planning,as well as those of meso-and micro-level urban regeneration.The paper argues that the planning and the management of urban regeneration projects need to be shifted to a model characterized by integration,dynamic governance,and governance localization.As China’s urban society gradually develops and matures,several topics need to be further explored,such as the improvement of urban governance with the supported by digital technology,the strengthening of governance capacities within the context of urban acquaintance networks,and the transformation of spatial governance in the post epidemic era.In regard to these issues,the paper discusses possible directions of development in China’s urban planning theories,covering aspects of urban,social,and spatial governance innovations.The paper also points out that future planning theories should be rooted in the thriving urban culture and modern civilization.
