摘　　要：在中国特色社会主义新时代,我国高等教育改革发展面临新要求、新挑战、新矛盾和新问题,但归根结底,是人民群众对高质量教育需求和高等教育发展不均衡之间的矛盾。分析高等教育从大众化到普及化、从高等教育大国到高等教育强国、从适应经济到引领经济的发展阶段和特征,指出高质量教育需求与教育不均衡发展之间的矛盾,认为发展不均衡是制约高等教育高质量发展的因素。在此基础上,提出新时代背景下高等教育改革发展路径,即做好统筹规划,促进教育均衡发展,挖掘自身动力,实现高等教育发展,优化教育模式,体现高等教育特色,以期突破当前高等教育困境,促进高等教育均衡化发展。In the new era of socialism with Chinese characteristics,the reform and development of higher education in China is facing new requirements,new challenges,new contradictions and new problems,but it is the contradiction between the people’s demand for high-quality education and the unbalanced development of higher education.This paper analyzes the development stages and characteristics of higher education from popularization to popularization,from a large country of higher education to a powerful country of higher education,from adapting to the economy to leading the economy,points out the contradiction between the demand for high-quality education and the unbalanced development of education,and holds that the unbalanced development is the factor restricting the high-quality development of higher education.On this basis,this paper puts forward the path for the reform and development of higher education in the new era,that is,to make overall planning,promote the balanced development of education,excavate its own power,realize the development of higher education,optimize the education model and reflect the characteristics of higher education,in order to break through the current dilemma of higher education and promote the balanced development of higher education.
