德国西部洪灾分析及对城市防洪规划建设的启示

摘　　要：针对2021年7月德国西部发生的重大洪水灾害事件,从水文气象、地理地势、城市建设方式、应急抢险管理等角度,梳理分析了成灾原因,并从“科学设计、风险识别、空间预留、韧性重建”4个方面提炼了此事件对城市防洪规划建设的启示。Aiming at the flood disaster in western Germany in July 2021,this paper analyzes the causes of this disaster from the perspectives of hydrometeorology,geography,urban construction mode and emergency rescue management,and puts forward the enlightenment to urban flood control planning and development from four aspects of scientific design,risk identification,space reservation and resilience reconstruction.
