摘  要:教育评价事关教育发展方向,《深化新时代教育评价改革总体方案》明确提出“探索增值评价”,完善各级各类学校立德树人落实机制。美国公立高校自愿问责系统(VSA)曾有较大影响力,对我国推进高等教育增值评价有借鉴意义。充分梳理和分析VSA相关文献与实践可知,社会现实的诉求、大学生发展理论的积淀以及自愿问责政策的推动共同支撑了VSA采用增值评价的设计逻辑。基于内部设计放眼VSA外部推进,可归纳出包含起点、过程、结果、再评估、监测和调整五个环节的推进机制。国内公立高校增值评价应从多方面塑造聚焦于学生发展的“增值”评价生态,注意把稳学生增值的评价本位,尝试搭建纵横结合的评价设计,努力促成学校教师的深度参与,尽力实现增值评价的自我革新。Educational evaluation is related to the direction of educational development. The Overall Plan for Deepening the Reform of Educational Evaluation in the New Era clearly put forward "exploring value-added evaluation" and improving the implementation mechanism of talent and morality cultivation in all types of schools at all levels. The Voluntary System of Accountability(VSA) for American public college and universities once had a great influence, and can be used as a reference for China to promote the value-added evaluation of higher education. By combing and analyzing relevant literature and practice of VSA, it can be found that the design logic of adopting value-added evaluation for VSA is supported by the demand of social reality, accumulation of college student development theory and promotion of voluntary accountability policy. Based on the internal design, the external promotion mechanism of VSA can be summarized as these five steps: starting point, process, result, re-evaluation, monitoring and adjustment. The value-added evaluation of domestic public universities should shape the "value-added" evaluation ecology focusing on student development from various aspects, paying attention to stabilizing the evaluation standard of students’ added value, trying to attain a combination of vertical and horizontal evaluation design, striving to promote the deep participation of teachers, and trying to realize the self-innovation of value-added evaluation.
