集体经营性建设用地入市增值收益分配方式的影响因素分析——基于文昌农民的问卷调查

摘　　要：研究农民对收益分配方式的意愿及其影响因素有助于完善收益分配机制、推进入市改革。论题基于入市试点地区海南省文昌市209份对农民的调查问卷,利用Logistic回归模型对增值收益分配方式的影响因素进行分析,研究发现(:1)近六成的农民选择股权分配按期分红的增值收益分配方式(;2)年龄越大、对集体经济组织满意度越高、愿意将增值收益分给政府的农民偏向于选择股权分配按期分红的方式来分配土地增值收益,受教育程度越高、主要收入来源为非农业工作的农民偏向于选择一次性资金补偿的方式(;3)农民对入市政策的了解程度与其选择股权分配按期分红的方式相关性不强。据此提出完善增值收益分配机制的政策建议:提高集体经济组织管理能力,完善农村保障机制,设定合理的增值收益分配比例,健全入市后监管机制。Researching the farmers’ willingness for the income distribution mode and its influencing factors is conducive to improving the income distribution mechanism and promoting the market entry reform. With 209 questionnaires from farmers in Wenchang, a pilot city for market entry reform, this paper uses the Logistic regression model to analyze the influencing factors of value-added income distribution mode. The results show that:(1) Nearly sixty percent of farmers choose the periodic dividends on equity allocation as the mode of value-added income distribution.(2) The older the farmers are, the more satisfied they are with collective economic organizations. Those who are willing to distribute value-added incomes to the government prefer to choose the mode of periodic dividends on equity distribution to allocate the value-added incomes of land.Those who are more educated and whose main source of incomes is non-agricultural work prefer to choose the mode of one-time fund compensation.(3) There is no strong correlation between farmers’ understanding of market entry policies and the mode they choose to distribute regular dividends. Accordingly, some suggestions are put forward for improving the distribution mechanism of value-added income, which involve improving the management ability of collective economic organizations, perfecting the rural security mechanism,setting a reasonable proportion of value-added income distribution, and perfecting the supervision mechanism after entering the market.
