文化旅游产业链高质量发展的三个维度:延长短链、联通断链、补全缺链

摘　　要：旅游业关注视觉财产和文化符号的生产、销售及流通,而文化旅游业则更强调内容生产和知识应用的创新、创意及创造。在加快建设全国统一大市场的大背景下,以知识财产为核心的文化旅游产业链被摆在更重要的位置。文化旅游产业链存在“短链”“断链”“缺链”的问题,延长短链要通过创造性的“破坏”赋能内容增值、链长制的“引导”优化产业布局;联通断链要通过“去中心化”确保产业链衔接稳定、鼓励一链式驱动产业链价值提升;补全缺链要解决好边际效益递减与产业链多元化建设的问题。文化旅游产业链要处理好产业链条中价格、标准、生产资料要素、劳动力价格的统一,实现作为文化符号的知识财产在产业链各节点企业中的贯通与增值。Tourism is concerned with the production,sale and circulation of visual properties and cultural symbols,while cultural tourism puts more emphasis on the innovation,creativity and creation of content production and knowledge application.Under the background of accelerating the construction of a unified national market,the cultural tourism industry chain with intellectual property as the core is placed in a more important position.The study finds that there are problems of"short chain","broken chain"and"missing chain"in the cultural tourism industry chain,and to extend the short chain,it is necessary to empower value-added content through creative"destruction"and optimize the industrial layout through the"guidance"of the chain length system;to connect the chain,we should ensure the stability of the industrial chain through"decentralization"and encourage one-chain drive to increase the value of the industrial chain;to complete the missing chain,we should solve the problems of diminishing marginal benefit and diversified construction of industrial chain.According to the research,the cultural tourism industry chain should deal with the unification of prices,standards,factors of production means and labor prices in the industrial chain,so as to realize the connection and added value of intellectual property as cultural symbols in enterprises at each node of the industrial chain.
