新中国成立以来基层社会治理的范式变迁与主要启示

摘　　要：基层是中国共产党执政的最基础细胞,基层强则国家强,基层安则天下安。新中国成立以来的基层治理探索与实践,为新时代构建基层社会治理新格局提供了丰富鲜活的素材,形成了一套相对稳定且行之有效的制度,并走出了一条“唤醒自主性”“重建公共性”“培育合作性”的内涵演进道路。这一过程启示我们,新时代基层社会治理必须实现健全党建引领、优化治理理念、规范治理秩序、应用现代科技等多措并举,结合基层实际着力构建多元治理新格局,推动体制机制创新,积累适合我国国情的宝贵经验,不断提升基层社会治理水平。The grass-roots is the most basic cell of the Communist Party of China’ s governance, if the grass-roots is strong, the country will be strong;if the grass-roots is safe, the world will be safe.The exploration and practice of grass-roots governance since the founding of New China has provided rich and vivid materials for constructing a new pattern of grass-roots social governance in the new era, formed a set of relatively stable and effective system, and taken a connotation evolution path of "awakening autonomy" "rebuilding publicness" and "cultivating cooperation".This process enlightens us that the new era of grass-roots social governance must be led by sound party building, optimize the concept of governance, regulate the order of governance, apply modern technology and other measures to build a new pattern of grass-roots social governance, accumulate valuable experience in grass-roots social governance suitable for national conditions, and continuously improve the level of grass-roots social governance.
