摘  要:水利部提出推进智慧水利建设,加快构建具有预报、预警、预演和预案“四预”功能的智慧水利体系。针对2021年黄河秋汛洪水情况,在“黄河一张图”的基础上,搭建“数字孪生”数据底板,实现对黄河流域降雨与洪水预报、工程调度、洪水演进、洪水淹没等水旱灾害防御工作的实时预警、预报分析、调度决策、精准化预案和数字化仿真。设计了黄河防汛会商预演系统总体框架,分析水雨情监视及预报、水工程调度和洪水演进三个重点业务工作流程,开展“数据底板、预警、预报、调度、预演和预案”功能构建研究,剖析了系统实施过程中面临的技术难点,提出相应的技术解决方案。系统建成后可提供具备“四预”功能的综合性会商决策体系,提升水旱灾害防御现代化会商和管理能力。The Ministry of water resources proposed to promote the construction of smart water conservancy and speeded up the construction of a smart water conservancy system with the functions of “four pres”:prediction, early warning, emulation, and plan.In view of the autumn flood of the Yellow River in 2021 and based on “one map of the Yellow River”,building up data baseboard, realizing real-time early warning, making forecast analysis, making decisions of scheduling, doing the accurate plan and digital simulation for the Yellow River’s flood and drought disaster prevention work.The overall framework of the system was proposed.Three key business workflows, which were water and rain monitoring and prediction, project scheduling, and flood routing were analyzed.Functions structures, which were data baseboard, early warning, forecasting, project scheduling, emulation, and plan were studied.The technical difficulties when developing the system were discussed, and technical solutions for each difficulty were also put forward.After the application of the system, the system could provide comprehensive consultation and decision-making support with the functions of “four pres”,so as to further improve the Yellow River Commission’s consultation and management ability for the work of flood and drought disaster prevention.
