摘 要:基于我国31个省市2008-2019年的省域面板数据,探讨我国区域技术创新能力与人力资本结构高级化的影响关系。通过研究可以看出,我国区域技术创新能力与人力资本结构高级化直接具有显著的正效应,相较于人力资本存量,具有更大的边际效应。人力资本存量、经济发展水平、对外开放水平等其他因素也能正向刺激区域技术创新能力的提升,其中经济发展水平对区域技术创新能力的影响具有较大的积极作用。基于此,提出加大内培力度,打造优良的环境凝聚创新人才,增强人力资本结构高级化的内生驱动力;另一方面全面推进招才引智,实现借力推动区域技术创新能力保持较快提升的政策建议。Based on the provincial panel data of 31 province-level administrative regions in China from 2008 to 2019,the paper discusses the impact of upgrading human capital structure on China’s regional technological innovation.The study finds that the upgrading of human capital structure has a significant positive effect on regional technological innovation which has a greater marginal effect than the stock of human capital.Other factors such as human capital stock, economic development, and opening up also make positive contributions to regional technological innovation, among which economic development has a greater positive effect.Based on this, the paper proposes intensifying internal training and creating a proper environment so as to gather innovative talents and enhance the endogenous driving force of the advanced human capital structure;in addition, the policy of comprehensively attracting and recruiting talents should be adopted, thus maintaining the rapid growth of regional technological innovation.
