金融化与尺度重组交互作用下城市土地开发的机制——以肇庆新区为例

摘　　要：金融化,即金融中介、金融工具及金融制度在城市发展中逐渐强化的过程和现象,正成为城市土地开发的趋势之一。已有研究多关注土地与住房金融化的宏观背景与总体态势,较少从微观尺度细致剖析土地金融化的过程。尺度政治理论尤其关注多层级主体的互动关系,弥补了金融化相关研究偏宏观而微观分析不足的缺点,二者结合能够更为细致地检验金融化的微观过程和机制。首先基于中国城市发展的理论与实证经验,搭建金融化与尺度重组交互作用的分析框架。其次,以城市土地开发过程为研究对象,以肇庆新区为实证案例,具体剖析土地开发的过程与机制。结果表明,经济后发地区地方政府积极利用金融工具为开发活动融资,作为实现城市扩张的重要策略之一,金融化已深刻嵌入到地方城市发展过程并改变城市治理的逻辑。一方面,在政府主导的金融化发展环境下,金融化与尺度重组的交互,在地方尺度有效促进了土地开发进程。另一方面,金融化与尺度重组在土地开发进程中的交互,改变了地方政府的治理逻辑,激发了基层治理活力。研究建议地方政府也应重视由此加重的财政负担与金融风险。Financialization is defined as the strengthening of financial intermediaries,financial instruments and financial institutions in governance,and it is becoming a major trends in urban land development in Chinese cities.Existing studies paid more attention to macro institutional and sociao-economic background of financialization,little analysis has been made about process of land financialization at micro level.Re-scaling theory focuses on interaction of multi-level subjects.Combination of the two greatly helps to examine micro processes and mechanisms of financialization at micro level.This paper firstly constructs a framework of interactions between financialization and re-scaling,and then examining interaction of finacialization and re-scaling in urban land development by examining empirical evidences from Zhaoqing New Area.Results show that local governments in the undeveloped areas use financial tools to promote land development,and financialization are shapping the logic of local governance.On the one hand,local development is deeply affected by the regulation and control of national financial policies,and is closely related to national capital support.On the other hand,local land development process is greatly promoted by simultaneously deploying two strategies of fincialization and re-scaling.The study further suggests that local governments should also pay attention to the potential yet aggravated fiscal burden and financial risks.
