摘 要:分析和掌握黄河源头生态文明建设情况和地区差异对于同时推进黄河流域生态保护和高质量发展具有重要的意义和作用。通过丰富和细化PRED系统的内涵和功能,创新的设计以H(生态人文)、R(生态资源)、E1(生态环境)、E2(生态经济)和S(生态社会)为子系统的HREES生态文明建设评价系统,同时运用组合赋权TOPSIS模型对2016年青海省18个沿黄县域生态文明建设水平和耦合度、协调度及其发展潜力进行分析评价,结果表明:1.受自然环境和生态现状等客观因素影响,青海省沿黄县域,尤其位于三江源自然保护区内各县,生态文明建设水平与发展潜力仍有较大提升空间;2.青海省沿黄县域HREES系统耦合指数表现较好、协调指数表现较差,说明HREES各子系统相互依赖程度较高,但因生态文明建设水平较低,各子系统间仍处于无序状态;3.通过生态产品的价值实现,能够缓解青海省沿黄县域人地矛盾,并提升生态文明建设水平。Analyzing and mastering the level of ecological civilization and spatial differences at the source of the Yellow River have significant value and function,which is conductive to promote the ecological protection and high-quality development of the Yellow River Basin.By enriching and refining the connotation and function of PRED system,the HREES ecological civilization construction evaluation system is innovatively designed by H (ecological Humanities),R (ecological resources),E1(ecological environment),E2(Ecological Economy) and S (Ecological Society) as subsystems,meanwhile,the combined empowerment TOPSIS model is used to analyze and evaluate the ecological civilization construction level,coupling degree,coordination degree and development potential of18 counties along the Yellow River in Qinghai Province in 2016.The results are as follows.1.Affected by objective factors such as natural environment and ecological status,there is still quite room for improvement in the level of ecological civilization construction and development potential in counties along the Yellow River in Qinghai Province,where especially in the Three River Source Nature Reserve.2.The coupling degree of the HREES system in counties along the Yellow River in Qinghai Province is good,but the coordination degree is poor,it shows that the subsystems of the HREES system are highly dependent on each other,but they are still in disorder due to the low level of ecological civilization construction.3.Relying on the value realization of ecological products can alleviate the contradiction between people and land,also improve the level of ecological civilization construction in counties along the Yellow River in Qinghai Province.
