摘　　要：我国环境保护工作进入高标准、强监管、严处罚的新时代,公路建设全过程中诸多环境问题开始凸显。为做好环境保护工作,助力绿色交通建设,详细分析了公路项目在立项决策阶段、设计阶段、施工阶段以及交工验收阶段容易出现的环境保护和水土保持问题及原因,提出了公路建设项目全过程环境管理新模式——公路项目级环保管家,并从加强行业重视程度、加快标准制定、增加投资保障等3个方面为该模式的发展提出相应对策建议。At present, China’s environmental protection work has entered a new era of high standards, strong supervision and severe penalties. Many environmental problems have been emerged in the whole process of highway construction. In order to do a good job in environmental protection and build a green highway, in this paper the environmental protection and soil and water conservation problems and causes that are likely to occur in the project approval decision-making stage, design stage, construction stage and delivery acceptance stage are analyzed in detail. On this basis, a new model of environmental management in the whole process of highway construction project, namely project level environmental housekeeper, is proposed. Meanwhile, corresponding countermeasures and suggestions for the development of the model are put forward from three aspects: strengthening the industry’s attention, speeding up the formulation of standards as well as enhancing investment guarantees.
