摘　　要：针对宁夏现行水治理地方标准难以支撑新时期水利发展需求现状,本文结合新时期治水思路和水利改革发展新要求,构建了水资源、水生态、水环境、水灾害(防御)、水文化5个领域的二维标准体系框架,在对现有水治理地方标准进行分类、梳理和应用效果评价后,理清宁夏水治理标准体系存在的问题,并提出新增标准研制方向,以期为标准化在推动宁夏水治理高质量发展中全面发挥引领和支撑作用提供技术指导。The local standards for water management are difficult to support the water conservancy development of Ningxia in the new period. Combing with water conservancy thoughts and new requirements on water conservancy reform and development in the new period, this paper builds the framework of two-dimensional standards system including fi ve areas of water resources, water ecology, water environment, water disaster prevention and water culture. After classifying,sorting out and evaluating the application effect of existing local standards on water management, this paper clarifi es the existing problems in water management standards system in Ningxia, and proposes the development direction of new standards. The research results provide technical guidance for giving full play to the leading and supporting role of standardization in promoting the high-quality development of water management in Ningxia.
