摘 要:为了探索河长制在县域水环境管理中的机制优势,以南充市蓬安县为例,选取河长制前后环境监测结果进行对比,研究县域河流水质变化及污染物排放特征。2016—2021年河长制实施前后,市控县域河流水质达Ⅲ类比例逐年从0%提升到100%,基本消除了Ⅴ类和劣Ⅴ类水质;所测断面水质中化学需氧量、高锰酸盐指数、氨氮、总磷、五日生化需氧量含量河长制前后五年同比基本呈下降趋势,溶解氧浓度呈现上升的良好趋势。县域河流污染物排放和源解析分析,2017—2019年水污染物排放量变化不明显,2020—2021年污染物排放量极速下降,节能减排效果显著,河长制机制的优势呈现。同时,蓬安县在河长制推行中制定了水质目标考核达标污染防治对策,为水污染防治攻坚战成果巩固提供重要支撑依据。In order to explore the mechanism advantages of the river chief system in the county water environment management,this paper took Peng’an County in Nanchong City as an example to compare the environmental monitoring results before and after the river chief system,and studied the water quality changes and pollutant discharge characteristics of the county river.Before and after the implementation of the river chief system from 2016 to 2021,the proportion of river water quality in municipal counties increased from 0% to 100%,basically eliminating Class V of the tested sections,including chemical oxygen demand,permanganate index,ammonia nitrogen,total P and dissolved oxygen concentration,showing a good upward trend.On the basis of county river pollutant discharge and source analysis,water pollutant emissions changed not significantly from 2017 to 2019,however,pollutant emissions decreased rapidly from 2020 to 2021 with significant energy conservation and emission reduction effect and the advantages of the river chief system mechanism.At the same time,the paper has studied the water quality target assessment measures in the implementation of the river chief system,which could provide an important support basis for the consolidation of the achievements of water pollution prevention and control in Nanchong city.
