产品质量监管与工业转型升级——基于门槛效应和技术创新中介效应的实证分析

摘　　要：产品质量监管是国家从宏观上对产品进行监督管理的重要措施,完善的产品质量监管体系是保证工业高质量发展的重要方面。选取2008-2018年我国30个省的面板数据构建多元回归模型,从实证分析角度研究产品质量监管对工业转型升级的影响,探究技术创新对产品质量监管影响工业转型升级的中介效应,利用面板门槛模型分析产品质量监管对工业转型升级的影响机制,研究发现:产品质量监管对工业转型升级产生正向影响;可以通过促进技术创新推动工业转型升级,产品质量监管与工业转型升级存在单一门槛效应;不同地区的产品质量监管对工业转型升级的影响程度不同,产品质量监管对东部地区工业转型升级的影响系数最大,中部地区影响系数最小。因此,政府需根据不同产品质量监管水平制定差异化政策,引导企业突破技术创新门槛,适当提升东部地区产品质量监管水平并加强对中部地区和西部地区的产业扶持力度。Product quality regulation is an important measure for the state to supervise and manage products from a macroscopic perspective,and a perfect product quality regulation system is an important aspect to ensure the high-quality development of industry.The panel data of 30 provinces in China from 2008-2018 were selected to construct a multiple regression model to study the impact of product quality regulation on industrial transformation and upgrading from the perspective of empirical analysis,and it is found that:product quality regulation has a positive impact on transformation and upgrading of industries;product quality regulation can promote industrial transformation and upgrading by promoting technological innovation;there is a single threshold effect between product quality regulation and industrial transformation and upgrading,with the threshold variables being product quality regulation and technological innovation;the impact of product quality regulation on transformation and upgrading of industry differs among different regions,with product quality regulation having the largest influence coefficient on industrial transformation and upgrading in the eastern region and the smallest influence coefficient in the central region.Therefore,the conclusion is that the level of product quality regulation should be further improved,formulate relevant policies to further promote industrial enterprises to improve technological innovation and strengthen industrial support for the central and western regions.
